Fees fill the treasury
The creator side of every trade fee goes to the vault and is booked to this coin's treasury. The dev takes nothing.
Holders propose and vote
Hold enough and open a proposal. Everyone votes with one signature; your weight is the smaller of what you held when it opened and when it closed.
The treasury acts
A passed proposal waits out its timelock, then the vault does exactly what was voted and records the transaction here.

The vault never acts on its own. Every ETH that leaves a treasury was voted out of it by the people holding the coin, and the record of that vote stays on the token page.
